Absentee Ballots

QUALIFICATIONS 

An elector may vote by absentee ballot for one of the following reasons: 

  • Active service in the Armed Forces of the United States
  • Absence from the town during hours of voting 
  • Illness
  • Religious tenets which forbid secular activity on the day of the election, primary or referendum
  • Service as an election or referendum official at a polling place other than my own during all of the hours of voting
  • Physical disability 

APPLICATION PROCESS

Voters must complete an Absentee Ballot Application in order to obtain an Absentee Ballot.  Once the Town Clerk's office receives an application the ballot will be mailed to the voter or handed to the voter over the counter.  Ballots CANNOT be given to anyone but the voter making the request.

Absentee ballot applications can be obtained:

  • Downloaded directly from the Secretary of State's website and mailed to: Berlin Town Clerk, 240 Kensington Road, Berlin, CT 06037
  • Through the Secretary of State's NEW portal which allows you to request your Absentee Ballot online.  Click HERE to be directed to this portal.
  • In person at the Berlin Town Clerk's office, 240 Kensington Road, Berlin. Anyone can pick up an application for another voter.
  • By calling the Town Clerk's office at (860)828-7036 and requesting an application be mailed to you.

Helpful tips:

  • The Town Clerk's office hours are Monday through Wednesday 8:30 a.m. to 4:30 p.m., Thursday 8:30 a.m. to 7:00 p.m., and Friday 8:30 a.m. to 1:00 p.m.  Please note that town offices are closed on holidays.
  • The original signed and completed application (digital signatures are not acceptedmust be returned to the Town Clerk's office by mail or in person in order to receive an absentee ballot and for your ballot to be counted.
  • Military personnel and persons living overseas may submit a Federal Postcard Application to register and apply for an absentee ballot.

PERMANENT ABSENTEE BALLOTS

Voters with permanent disabilities may be eligible for permanent absentee ballot status. The voter must file an application and a doctor's certificate stating that they have a permanent disability and are unable to appear at the polls.
