The Official Statement (OS) is a critical document whenever a community requests debt funding from the open market.  The OS provides a comprehensive picture (financial and non-financial) of the community, how the requested funds will be used and how much debt and other long-term obligations the Town has outstanding.  The OS is used by the rating agencies to evaluate repayment risk and translate that risk into an overall rating.
